Elf’n’safety.
Something wrong with the escalator and someone has some kind of accident while using it as a stairs? Lawyers will have a field day.

The escalators in the Newark airport have big warnings on them “Never use stopped escalator as a building stair!” so naturally, a couple work-trips ago, when there was one stopped... I walked down it. Nothing bad happened.

I’ll bet it doesn’t meet building code for stairs or something. When it stops, you can have irregular riser heights at the top and bottom, and the tread surfaces might not be code for stairs, so they have to close it for liability reasons.
